The Technical Toolkit: What is RAGAGEP, and How Does it Affect Your Plant?

Due to an incident at a fertilizer facility in West, Texas, which caused 15 fatalities in 2013, Executive Order 13650 Improving Chemical Facility Safety and Security was issued.

In response to this Executive Order, OSHA has made updates to the PSM standards. The most recent of these updates came when OSHA issued another update on their definition of RAGAGEP and how they propose RAGAGEP will be enforced.

In this update, OSHA gives the following examples of RAGAGEP sources:
  • Widely adopted codes (i.e. NFPA)
  • Consensus documents (i.e. American National Standards Institute's [ANSI] Essential Requirements document)
  • Non-consensus documents (i.e. Manufacturer's manuals and recommendations)
  • Internal standards
On top of clarifying sources of RAGAGEP, OSHA provides descriptions of the following:
  • "Shall" and "Should" in RAGAGEP
  • "Normative" and "Informative" Requirements in RAGAGEP
  • Enforcement Considerations

A Little Extra Makes a Team Great

It was the top of the 7th inning and the Rangers held a two-run lead with two outs and the Pirates lead-off batter at the plate. One more out and the Rangers would cap their season with a Bronco championship. One more out and their grit-filled journey would end with a victory – a bittersweet victory of sorts.

Why bittersweet? Because this Ranger team was different than others. This team had something a little extra. And it was that little extra that elevated them from ordinary to extraordinary. Maybe extraordinary is a little strong for a Little League baseball team, but it was an exceptional team.

At Cognascents the primary function of a Relief Systems Delivery Manager would be to oversee all aspects of relief systems design focused projects from conception to final closeout.
